Our Staff

Our highly trained, multi-ethnic staff is comprised of former police, military, medical staff, security consultants, forensic accountants, CPA's, insurance specialists and others experienced in undercover, video surveillance, counter measures, covert operations and other sensitive areas.

911 staff possesses valuable contacts with many law enforcement, government agencies, legal, private corporations and security personnel around the world. We can gather hard to get intelligence information on both companies and individuals alike.

Walter Philbrick, Founder & President of 911 Store & Services

Walter received his initial investigative experience and training during his 22 year law enforcement career with a major South Florida Police Department. During his distinguished career, Walter received many commendations including the Dade County Police Officer of the Year Award for 1992. After retiring from law enforcement, Walter obtained the requisite licensing to begin his private investigation company and he founded Investigative & Protective Services, Inc. in 1995, a Florida Private Investigations Agency specializing in civil and criminal defense work. In addition to his investigative agency, Walter also founded 911 Store & Services, Inc., which specializes in training and consulting to both the private sector and governmental agencies. Since its inception, 911 Store & Services has trained over 80,000 students on the topics of Counter-Terrorism, Concealed Weapons Permit Classes, SWAT Tactics, Officer Survival and Rape Prevention, just to name a few. Walter has been featured in the Miami Herald, London Times, New York Times, CBS, ABC, 60 Minutes, ABC Primetime and the Today Show. Walter is a 5th Degree Black Belt in Judo and Jujitsu and has won the World Police Judo Championship twice during his twenty years of competition.

Omer Cohen, SCG President, 911 Investigator and Senior Executive Protection Coordinator

Omer is the founder of ISCG and is a former Special Agent for the Israeli Internal Security Services (Shin-bet). ISCG is a Florida-based security consulting company with customers all over the US and internationally. ISCG is the sister company to 911. 911-ISCG help clients identify and overcome their physical and intelligence security vulnerabilities. We also teach and train US law-enforcement agencies in the area on counter-terrorism. Our unique advantage over other security consulting companies lies in our experience and knowledge in threat assessment and counter-terrorism. In addition, we leverage our close ties to expert Israeli Security Consultants, which enable us to tailor the right security plan to best suit your needs.

John P. Vazquez, 911 Vice President/Director of Training Academy

Mr. Vazquez is a retired Lieutenant with over thirty five years law enforcement experience. Twenty five years specifically devoted to law enforcement training. He is a published author and designer of the Jova Mini-formation System for Crowd Control. He is certified to teach over 30 law enforcement courses related to officer survival. He is a seventh degree black belt in Combat Isshinrhu, and a dual member of the World Karate Association, (WKA) and International Association of Martial Arts (IAMA) Hall of Fame. He was one of the first certified PR-24 International Instructor's in the country, and was the first host of the popular training show, "Street Beat" presented by the Law Enforcement Television Network (LETN) Dallas, TX. John was also the principle founder of the once great American Society of Law Enforcement Trainers (ASLET) and is presently an Advisory Board Member to the Monadnock Police Training Council, and Police Magazine.

Jorge Aguilar, 911 Store and Services European Representative

Jorge began his extensive career in the Spanish Special Forces as a paratrooper and serving as part of the European NATO military alliance. Jorge moved on from the military service to become Mercantile & Commercial Investigator and Security Consultant in Spain. He was also the Vice-President of the Spanish Veterans Paratrooper Association (ASVEPA) in Madrid. Jorge then migrated to the United State of America after deciding to become a Commercial Pilot and flew for the airline industry under FAR 121 and air taxi operations under FAR 135 over the U.S.A. and the Caribbean. After 911, Jorge focused on his security career. Since then he has held senior management positions in the industry. During the 2005 hurricane disasters in the South Eastern US, he was involved in directing 12 FEMA Disaster Recovery Centers in South Florida. He coordinated Federal Protective Services contract security officers, different county Sheriff and Police Departments. Jorge is known for his passion for excellence and will not stop until the job is completed.

Anthony “Tony” Ortiz – Process Service Manager

Tony is a proficient skip tracer and a private investigator graduate from a local college. He has been servicing the legal community for twelve years as a process server. The 911 process serving staff and Tony cover service for Broward, Miami-Dade and Palm Beach County. Tony’s expertise helps round out investigative needs for our legal clients.
